It's not really new. It's looking like animated weighting of constraints in SI. ''Copy location" is Bl equivalent of Position Constraint in SI. Any "standard" 3d app should be able to do this, while such setup is easy in Blender or SI. Drawback of such technique, IMO, are completely unrelated ''spaces'', if jumping monkey changes its position, null used for 'hat target' have to be moved as well. If there is a lot of switching, things are not easy to control, using standard constraint systems in 3d apps. In case of simple setup, no problem. I think I've used similar setups probably hundreds of times in animated commercials, while ago - things like two independently moving cellphones and screen items, jumping from one screen to another.
Generally speaking, IK/FK switching is same thing. Unfortunately, AFAIK there is no effective and streamlined system available for everyone, able to describe a bit more complex space switching, let's say movements of Chuck Norris and another guy at start of this video.

Space switching.. basically yeah.. what you said. A position constraint to null with animated blend. Nothing new. It is a nice tip.

Space switching aka. dynamic parenting. etc.. pretty old concept.
use it in that good old Gear plugin for years.
