I wonder which of the two angles (45° or 90°, as attached ) meets the requirments of rigging better? Thank you.

If there's not some game engine in the way that requires to have 90 degrees, I find 45 degrees do work better.
You can do it with the other joints too, what worked best for me is this combination:
shoulders 45 degree down (like in your pic)
elbows 45 degrees bent
legs 45 degrees bent forward (that I found most important)
knees 45 degrees bent

90 degree should be cleaner for transformations, *if* it's implemented as zero. In this case, arm is aligned to one world axis, zero rotation represents (almost) a central axis of hemisphere+ of arm movement, so on.
Anyway, no big deal to have a both, having the envelope reference pose at 45 degree. In SI, you just save this 45 as an static pose, return to it whenever you want to do something with Envelope (reset, or set it again) - and that's it.
This choice should not be unavoidable requirement. Insisting on such options is a bit harsh, imho, perhaps telling that ''rule makers'' are willing to kill the freedom of others , just to make own life easier. On other side, shouldn't be a problem for modeler, to model these offsets, if needed....
In any case this is not a requirement, this is more a particular choice, or habit...

If you plan to use Softimage built-in rigging solution the classic T-Pose would be best...

For correct skinning 45 might be better cause Shoulders and Chest are in neutral pose there.
You can even see it in your image. At 90 shoulders and chest are stressed and not in neutral position.
