This has gone a little unnoticed last month...
Capturing Reality has come up with a new licensing scheme for their photogrammetry software that seems really interesting for amateurs and hobbyists

You work with the software as you would with the full version and only when you see the finished 3D model on the screen, you can choose to pay credits to generate the obj out of it.
The price depends on the number of input images you used and their resolutions and seems really affordable. For a quick test a used 29 images of some garlic, each 1200 pixels high. It would have cost me 20 cent to get the obj. For a proper scan you'd probably use more images and higher resolutions so it would be above 1 euro. Once input images are "licensed" they can be used as often as needed.
The quality was ok, not great but I didn't put a lot of effort into taking the pictures. It is the normal RealityCapture software you use so the output quality you can get is supposedly really good.
No actual image data is sent to them, just hashes. Also the generation is done locally (requires an NVidia CUDA capable card). You have to buy credits for around 25$/23€ initially though.
