Don't know if this is exactly what you're looking for, but the RCTools offer the option to apply a custom selection filter based on angle.
Stay safe, sane & healthy!

Re: select polygon by angle?
That rcTools page should look more like this
Maybe it needs a restart of the application.
You see the 'Orientation vector' in there which you can set from the current selection. After that set a maximum deviation angle like 1 degree, then tick the check box and click the 'select all' button.
When you don't want to use a plugin you could try rectangle selecting the polys from a side view with the 'surround polygon' option on.

Re: select polygon by angle?
Just uninstal and go to the C:\Users\xxxx\Autodesk\Softimage_2013_SP1\Addons\InstalledAddons and delete rcTools.xsiaddon manually.
Sometimes it doesn't get deleted automatically and reinstalling wont work while the file is still present in that directory.
Hope it helps.

Re: select polygon by angle?
See also the troubleshooting section on the download page. Easy way as I said is rectangle select from a side view with the surround poly option on.
