Perhaps you can take look at rray xsi site which is collection of links and comments about ready-to-use tools. By the way, when it comes to hair - fur tools based on Softimage ICE, let's say they are all similar, most of them are created only by built - in ICE nodes, which means, they are versatile, compatible through many SI versions, easy to extend or adapt, but, basic knowledge of ICE and general concepts of 3d apps (3d vector, reference poses and so on) is unavoidable part, too.
