Proportional modeling on a selection of points?

Is it possible to have proportional modeling affect only a selection of points, or a cluster of points?

There's an option in the MoveProportional property page called Tagged Points Only. However it works only with Modify > Component > Move Point Tool, not with the Tweak Tool (which modifies the selection anyway).
