Can i rotate pivot around one of axis (like in Maya for example)

you can do everything with the pivot, but not sure what you want to do here.
If you want to manipulate the pivot (without affecting object), clic on the "center button" in the "select" tab on the right.

To be precise, you can't.
You can't rotate the pivot in Maya either.

Like Julius told you, you can rotate the center.

From an email I wrote to the list a few days ago:

Softimage's pivot follows the center rotation but Maya doesn't have a center to be rotated.
What you do with Ins and the light blue icon is change the Translate tool axis to a custom axis and rotate it
