Excluding an Operator from Freezing in a Stack
I have an ICE Tree operator at the base of the modeling stack, there are various operators on-top of the ICE Operator, moving the ICETree Operator to another stack disconnects the ICETree from the object, freezing the modelling stack, freezes all the operators including the ICETree operator in the modelling stack, shift/alt moving the ICE Tree operator to another part of the stack disconnects any extrude, bevel operators I have applied to the object. I want to freeze everything except for the ICETree operator, in the modelling stack and there doesn't appear to be a way around, and finally disable from here, disables everything including the ICE operator

So you want it to first apply your ice tree and keep that live, then have your object be in a state of what would have happened if the operators above it had been applied and frozen, yet with no sign of this on the tree.
It doesn't make any sense. it's like having a photo in photoshop as your base layer, then having a few layers composited, with multiply and or screen etc, and "freezing" those layers and keeping the base image the same, but the final result how you wanted it.
Freezing, means putting the result of the operators involved on the base mesh. You can't just pick ones further up and leave some without altering completely the final effect making it pointless. Therefore softimage won't allow it.
If you really wanted to force softimage to do what you are asking. Just apply the ice tree after you have frozen the rest.

You can do what you described in Photoshop, while keeping the base layer the same, you'd clone the base layer for starters. You can't clone an ICETree operation, unfortunately. Edit:
I can't freeze the operator stack before applying the ICETree because the ICE compound creates the geometry.
