there's a 3d pointgrid in the viewport, so it's likely to happen that it gets rendered like that.
if you want to change something, what do you want to achieve?
i guess you just want to see clouds and not that grid structure those small dots produce. try to set your particle shape as sphere and increase the radius a bit.
