i got huge problem with rctools
the problem sticks every version of xsi and rctools
ERROR : 2356 - This plug-in is not installed: rcCustomFilterSettings

rctool works but cant use custom filter menu

It could be there's some leftovers of an old install. To clean up do the folllowing:
Delete any existing rcTools directory in all Addons folders (User/Workgroups)
Search your user and workgroup paths for *.Preset files and delete everything with rctools in its name.
Also delete (right-click) the rctools preferences in the SI preferences window.
If it doesn't work after this cleanup/reinstall could you post a copy of your startup scripting log?

no its first time to install 2013 sp1 on this computer and didnt migrate preference

This error is normal after install, but it should go away after a restart of Softimage.
How do you install rcTools? (workgroup/user/drag and drop?)
Might be write permission thing - you might try a different install location/running SI as Admin

i tried everything drag and drop and others
run as admin and runonce and everything
uninstall and remove the preset each try
but no luck at all

Could you try redownloading it from http://rray.de/xsi/rctools/

There was an codepage/encoding issue with that file

If you have an windows with an unicode language setting (asian) this could be an issue.
