Adjust Vertical Breaks in custom layout

I want to edit a customized layout whereas, the bottom vertical line can be dragged independently of the top vertical line. As it stands the vertical line that the red arrow is pointing at moves the vertical line for both the top and the bottom, the top being where the horizontal break is, with the bottom being the bottom of where the horizontal break is.

You are correct. Internal proxies blocking it.

try this:
-split horizontal first to get a top and bottom row
-split the top row vertically into two
-split the bottom row vertically into two

that should work for independent sliders.

From the image it seems you created a vertical split and filled in left and right with panels. But there's still one splitter for top and bottom.

Or am I mistaken?
