Lagoa is a solver itself, and I doubt we will see any development in it in the near future.
That said previous Physx SPH solutions have been exposed in SI by Oleg... so I would think it is possible to use such a solution in ICE. It is more a matter of some one who knows how to expose it do so.

sph is not a specific software but a way to simulate fluids with particles
