add kink or turbulize on filler strand

just cant add kink over filler strand , is there any solution to add some turbulize on filler strand ?

What do you mean by "filler"?

for create strand as hair, first u create a point cloud with emit strand , then create more hair on another point cloud for filling distance between strand hair with fill strand node,
i can use turbulize in emit strand but i cant use that on fill strand node.

no , want add some detail over my fibermesh exported from zbrush , and now have problem in adding kink over filler hairs.
anyone can help ?
