Yep Pre always means anterior, earlier. For example pre-historic means before history.
This kind of issue is one that irks me concerning my school time. No one in school explained the meaning of words only much later already out or outside of school i would learn that many parts of words have specific meanings that came from Romans and Greeks. And it was much easier to learn...
