Well, the main thing about this rumor seems to be that Microsoft intends to shift to a yearly update-cycle at a lower cost ("free" is such an ugly/relative term when used by such a large coorperation) than current monolithic versions of their OS. And this seems to be intended as a response to Apple & Google working with similar shorter update-cycles.
If they include a very strict license, some "update now or never" scheme, this cheaper version could possibly help get every (or at least: almost every) user on exactly the same version at the same time. But to paraphrase Virgil: "I fear the folks from Redmond, even when they brings gifts." So it might be best to wait and see...
