Why you need Project Skyline?

it still looks overly complicated, but its a great idea.

An alternative to skyline? a) is skyline available? b) can unity export it back into SI?

No unfortunately you can't.
We are using this at work. It needs some improvements allthough its very nice.

The Unreal engine also has a similar feature/tech, but again its isn't quite the same etc.

It's pretty similar. And that's expected because this sort of thing is where things are at, or were going to be soon, in terms of animation tech in games.
