Ah well that really wasn't clear from your question - it seemed very general.
Frankly i still don't really understand what you're asking but i'm no TD so i'll just leave you to it ;)

It's not a joke. You should script well and program some for other artists or for yourself to solve complex problems. That's for what Technical stands for.

I 'd summarize it like this : A TD takes care of and sets up all the "behind the scenes" technical stuff of a scene, so that the animators can animate freely, while everything works "automagically".

For example, the animator is free to animate an aircraft, and the rudder, ailerons, pilot movements, jet trails, etc will behave as they should. Or a car, and the wheels will turn & steer accordingly, the suspension will work as expected, etc. Or a character - the character animator can focus on performance, while the TD has made sure that the underlying system takes care of all muscle deformations & dependencies.

There are tons of other examples (FX, simulations, rigs), but you get the idea.

adding to this... When it(being anything) doesn't work - it's 'your' responsibility.

Thank you, I wasn't naive to how it worked, I wanted to hear first hand from a TD, you answered my question :)
