layer parameter cannot be overridden?

Hello forum,

Can someone please tell me why softimage will not let me add parameters to an override on a layer?

I add an override to a layer
I click "Add Parameters..."
I select "View Visibility" and click outside of the box
But softimage displays the orange error at the bottom saying "The parameter 'Layers.Test_Layer.viewvis' cannot be overridden. Ignored.

bump... still can't figure this out. I get the same error trying to apply an override to a partition
