Is "Momentum" can possible to like below video?

I believe you'd be able to do this using Momentum. I haven't used Momentum extensively at all but from other demo vids and the tutorials you can set the velocity on the shattered pieces using ICE. It may be some work to tweak the effect to your needs but I'm highly confident someone with a good amount of experience with ICE could do it.

This should easily be possible using Momentum

Sure, you just need to make use of linear and angular damping. You can animate this per island for some nice effects.
