Not that direct interactive tool but there's a more general approach in Softimage with the (IMHO unfortunate) name of "shrinkwrap". Begin more general it requires more effort to set up than does the Modo counterpart.
Shrinkwrap is basically a raycasting deformer. For each deformed point you can specify a direction like the point normal, an axis or any other direction that the raycast then follows for each point.
In the case where other geometry is hit, you can use a slider to linearly interpolate between the original point positions, and the intersection point position with the other geometry.

Steps to reproduce the first example in the video:
* create a large sphere
* create a smaller disc, move it somewhere outside the sphere like in the video
* select the inner and outer edges of the disc, duplicate the edges
* pick deform->shrinkwrap then pick the sphere as the target object.
* for the direction, check bidirectional, parallel to axes then
* for the axis reference, use "deformed object, along Y"
Note the nice thing to the more general approach: You can still move the disc and the snapping positions are updated.
Not sure though if the 2:45 example is exaclty reproductible, the raycasting shoots all the way through, see image
Would be nice if shrinkwrap had an option "use last instead of first intersection with geometry" for that case.

This is the first time I found a Modo modelling tool better (more rapid and intuitive) then XSI counterpart...
In my specific case: I did logo (a jumping wolf), a flat polygons mesh and I want snap it onto a cylinder (so a concave mesh). One option is Move Component Tool, snapping active on surface and then click for every vertex in my flat mesh, but it is not so precise an my mesh turn out disorganized (the mesh is complex, many vertex).
I will try shrinwrap deformer, hope it work
