Sorry if I misunderstand you, but going to "View > Layouts" and choosing one of the layouts (or in case of SI2011.5 the only one) marked "Dual" should do the trick. Creating a new one could then be based on "View > Layouts > Edit Current Layout".

I was wrong because I went directly to the New Blank Layout --> Dual Screen !
