Could you please explain a little bit more what you are trying to achieve?
Keep in mind curves aren't something Softimage is particularly good at... x_x

For shaping hairstyle, Proportional transform tool is good and efficiently;and then move the curves to maya for XGen or nHair

or any other way to do this? #:-s

ICE should be the tool for modifying a lot of subcurves at once, plus a few free scripts for merging a bunch of curves into one curve list, or converting the ICE strands into curves if needed. For cuts, if there's just one cut per curve, ICE could just reshape the curves at smaller length. First CV is UV zero from location on curve, if you keep the ''locking'' ICE tree in animation region, you'll be able to move everything using modeling tools, except ''locked'' CV. Also, it's able to ''auto-correct'', let's say to keep CVs at specific distance, or do not allow to go too close to mesh. While yeah, one should be familiar with ICE, to create a set of compounds. Don't believe there are already compounds around, created exactly for mentioned tasks.

I wrote a "Pin Points" some time ago it might work for fixing the base point in one position
