Just wondered if someone knows if this is possible but is there a way to remove deformers from an envelope that have no effect on deformation ( weight = 0.0 )

You can use the plugin rsRemoveUnusedDeformers for this, rigstudio's site is down, but you can download it from rray.de.

Also, check the utilities that come with gear - there are a bunch of invaluable weight related commands including 'prune weights'.
