How to : hair on water effect

Hi guys,
I need some advices to to this kind of effect :
I would like hairs to spraid in or on water slowly, waving. Every single hair would move independently but with some harmony with the others..

Any helps is welcome.

Look in ice>create>dynamic strands. Set gravity very low or "negative" to create floating hair.

You can start with the same setup but not simulated.
Move the emit-strand and pointposition nodes to an unsimulated icetree, don't forget to delete the simulation stack otherwise only frame 1 is calculated.
I think this is a good starting point for your rig.
You can control turbulence etc. with values and keyframes, no simple task if you want full control but certainly possible with some ice-work.

And if you want it really simple you can deform hair with envelopes and jitter, maybe shrinkwrap to keep it underwater
