emitter isn't supposed to move. Instead, you want to use a deformed copy. There's ready made setup in sample called 'deform hair'. That's for hair that completely follows the movement of deformed copy, like short hair, fur or like. For more complex movement there is
tutorial.
By the way, if you're already with this stuff, would be nice to use the latest version, 3.1.
