Put it in "Addons" folder.

To add to Memag's explanation, to avoid further confusion:
Unzip the file, this leaves you with a folder named "pmMeshPaint".
In that folder there is a folder also called "pmMeshPaint".
Copy this last folder to your User Addon folder...
(Re)start Softimage.
