Many (most?) of them were made available later as an addon dubbed the "Netview Legacy Database".
Surprisingly enough it can still be downloaded over at the Area...

Stephen Blair was the number one support guy of Softimage and later Arnold (I don't know if he still is) and has always been extremely friendly/helpful, assuming he still visits his own blog occasionally...

I cannot reproduce this,
i.e. here a tif-file does show in "textured" and "textured decal" modes in the viewport & in the "texture editor" window...
Have you tried the obvious fixes, like runonce.bat & resetting your user preferences?

I just found out, that contrary to all official announcements the website registeronce still works.
So if you have a network license you could try generating a new license file there. If you are on a standalone license this sadly won't help/work...
