ICE should be the tool for modifying a lot of subcurves at once, plus a few free scripts for merging a bunch of curves into one curve list, or converting the ICE strands into curves if needed. I think, this thing should be able to survive alone, as it is not asking for a lot of viewport interaction, should be possible to import these poses via FBX or something. Just like ZIVA does. If that tool is es tool pack by Edy Susanto, this one worked on ''order-able'' structures, I think with quads only or something like, it was initialized by selecting points on corner. Anyway it worked nicely in such condition.
